Absolutely, with the question being if you do a mouth spray do you want it made with water or a filler to make it last longer? With water there is about a 14 day expiration date. If you choose oil it probably wont spray very well. But, it can be done. Just the logistics would need to be worked out. Also, troches are an option. They're similar to little lozenges so you could do a troche and put that on the spot of the tongue that's bothering you or also, if you're not okay with different fillers and different things, you can even make like a lollipop you could suck on it on the tongue.
